O cartório RCPN da 1ª Circunscrição do 1º Distrito, erguido em 1938, representa um marco fundamental na história de Paracambi, um lugar que, mesmo em sua modesta dimensão, carregava consigo a força de um povo e a esperança de um futuro. A fundação do cartório foi impulsionada pela crescente demanda por registros de nascimento, casamento e óbito na região, um cenário que se intensificou com a chegada da Companhia de Registro de São Paulo em 1936, que, em meio a um período de reconstrução e desenvolvimento, estabeleceu a base para a formalização da administração de documentos. A cidade, em seus primeiros anos, era um pequeno vilarejo de agricultura, com a economia baseada na produção de algodão e, posteriormente, na pecuária. A instalação do cartório, portanto, foi um reflexo da transformação da região, um passo crucial para a organização da vida social e familiar.
O primeiro tabelião, o renomado Seu Manuel Oliveira, assumiu a responsabilidade pelo cartório em 1938, um período marcado por desafios e oportunidades. Inicialmente, o cartório operava em um espaço modesto, localizado na Rua Dominique Level, 134, Centro, e se dedicava principalmente ao registro de nascimentos, com um número limitado de atendimentos. Aos poucos, o cartório expandiu suas atividades, incorporando a função de registrar casamentos e, posteriormente, a administração de óbitos, consolidando-se como um importante centro de referência para a comunidade. A presença do cartório também se refletiu no aumento da população, com a chegada de novas famílias e a consolidação de laços sociais, que se fortaleciam através da necessidade de registrar os eventos importantes da vida de cada indivíduo.
Ao longo das décadas, o cartório RCPN da 1ª Circunscrição do 1º Distrito se tornou um pilar da vida de Paracambi. Milhares de famílias foram atendidas, desde os primeiros registros de nascimento até a elaboração de testamentos e a gestão de processos de divórcio. A figura de Seu Manuel Oliveira, com sua dedicação e conhecimento, foi fundamental para a manutenção da qualidade dos serviços prestados. A cidade, em sua trajetória, viu o cartório como um elo vital entre a administração pública e a população, garantindo a segurança jurídica e a organização da vida social.
